Hello there!
After 5 weeks of doing knee raises I am not making any progress.
For the first set I am able to reach 25 reps before my lower back starts to come off the ground and after 2 minutes of rest I have to really push myself to get more than 5 reps done.
I think my biggest problem is that I can’t contract both my glutes and my core during the movement without leaving the ground.
I don’t know what to do or what to try out to progress further.

Thank you very much I will try out some other variations over the next weeks.
About planks what would you suggest on how long to hold them? Maybe the same time progression as for twist holds?

I’d say make it challenging enough so that you can hold it for ~30-60 seconds - making it harder by increasing the lever, aka by bringing your hands/feet further apart! (Search extended plank or long-lever plank for reference!)
